The following is from material prepared by the California State University Dynamic Environmental Scan (DES) which provides information resources for solid and innovative strategic planning on each of the university’s 23 campuses. The material was originally developed to help university faculty understand the strategic planning process. It has been slightly modified, changing university references to prison system references. For additional information on prison planning, the “Correctional Facilities Needs Assessment and Master Planning Manual” is recommended.
